We measure terms in percentage.Some things are immeasurable,but we can express surety ,probability etc. But there are some occurrences where you do it ,you have it either 0 per cent or 100 per cent.
Now switching to our schemes Implementation... They begun well but they never have an ending i.e they seldom achieve 100 per cent target. We can point that it is very difficult.OK. But consider for a while: a scheme achieving 97 per cent of it's targets in India still leaves 3.9 crore out of it's purview( India is having approximately 1.3 billion human beings). Those serving in administration should not forget this because 3.9 crore population is more than several Nations' population size (especially from Europe).
To achieve 100 per cent success at least, to begin with, in any scheme it requires efforts from both.........Govt. reaching to the people.....and people reaching to the Govt. .....making it accountable.
Those working for Nation's cause, please take note of this, even if it is written by a common man ,who oftenly gets neglected.There is always much to say .......My friends are waiting....Have a nice day!
